‘램지어 규탄 결의안’ 통과, 한인들 노력 빛났다

한인 단체들 SF시의원에 지지 서한 발송
한인 학자들 "일본의 거짓 주장에 맞서 달라"

샌프란시스코 시의회가 6일 ‘위안부 망언 마크 램지어 규탄 결의안’을 만장일치로 통과시켰다. 이날 결의안 통과 뒤에는 일본의 강력한 로비에 맞서 시의원들을 설득한 한인들의 보이지 않은 노력이 있었다.

김진덕 정경식 재단(대표 김한일, 이사장 김순란)은 북가주 지역은 물론 미주 한인단체들과 연대해 샌프란시스코 시의원 전원에게 결의안 통과를 촉구하는 서한을 보냈다.

이 서한은 “일본 기업인 미쓰비시의 후원으로 교수의 직위에 오른 마크 램지어가 아무런 근거 없이 ‘위안부’의 역사적 사실을 왜곡하고 있다”며 “이런 그의 주장은 여성의 권리 뿐만 아니라 진실과 인권에 대한 모욕”이라고 램지어 교수를 비판하고 있다. 이어 “위안부 망언을 규탄하는 결의안을 샌프란시스코 시의회가 통과시킴으로써 역사를 부정하는 행위는 결코 용납될 수 없다는 메시지를 전세계에 다시 한 번 상기시켜 달라”고 촉구했다.

샌프란시스코 시의원들에게 지지를 호소하는 서한에는 김진덕 정경식 재단은 물론 샌프란시스코 한인회, 실리콘밸리 한인회, 오클랜드–이스트베이 한인회, 새크라멘토 한인회, 몬트레이 한인회, KOWIN 샌프란시스코 지회, 미주한인회총연합회, 미주한인회장협회, 미주총연서남부연합회, 한미교류재단 등 북가주는 물론 미주지역 한인단체들이 함께 뜻을 모았다.

한인 학자들의 결의안 지지 서한도 이어졌다. 샌프란시스코 주립대(SFSU) 그레이스 유(한국명 유진미) 교수는 서한에서 “학교에서 ‘위안부’에 대해 수업을 할 때면 ‘이런 끔찍한 역사를 처음 알았다’는 학생들의 경험담을 자주 듣는다”며 “이런 상황에서 마크 램지어 교수의 위안부 계약제 주장은 사람들을 오도하고 혼란으로 빠트리는 가장 대표적인 예라고 할 수 있다”고 설명한 뒤 결의안 채택을 촉구했다.

‘위안부정의연대(CWJC)’ 공동설립자이자 SFSU 아시안연구소 연구원인 김미호 박사도 시의원들에게 보낸 서한에서 “램지어 교수의 논문이 출판될 수 있다는 것에 놀라움을 감출 수 없다”며 “그의 주장은 위안부 생존자들과 기록물들로 밝혀진 모든 진실들을 명백하고 노골적으로 훼손한다”고 적었다. 그는 또 “일본은 역사 부정주의자인 램지어 교수를 통해 자신들의 과오를 덮는 왜곡된 역사를 퍼뜨리려고 시도하고 있다. 결의안 채택을 통해 여성 혐오와 성폭력을 불러 일으키는 거짓 주장에 맞서 주길 바란다”며 결의안 통과를 호소했다.

한편, 일본은 스가 히데요시 총리의 방미를 앞두고 부정적 여론을 차단하기 위해 이날 샌프란시스코 시의회에 상정된 ‘위안부 망언 마크 램지어 규탄 결의안’ 통과 저지 로비를 대대적으로 펼쳤다.

이미 미국내에서는 스가 총리의 방미에 맞춰 바이든 행정부가 ‘위안부’ 문제에 대해 일본의 사과를 권유해 달라는 요청이 시작됐다. 하버드, 스탠퍼드, 컬럼비아, 예일 등 15개 학교 로스쿨 재학생들이 백악관에 서한을 보내 위안부 문제를 미일 정상회담에서 제기해 달라고 요청한 것이다.

하지만 일본의 로비에도 시의회는 6일 정례회의에서 만장일치로 결의안을 채택했다. 코니 챈 등 일부 시의원이 일본의 로비로 결의안을 지연시키려 했지만 이 역시 한인들의 노력에 무산되고 말았다.

한 한인단체 관계자는 “최초 결의안 발의자로 참여했던 중국계 코니 챈 의원이 돌아설 정도로 보이지 않는 일본의 로비는 강력했다”며 “앞으로도 일본에 맞서 역사의 진실을 지켜나가기 위해서는 한인들의 단합된 힘과 노력이 필요하다”고 강조했다.

Dear Supervisor:

The Jin Duck & Kyung Sik Kim Foundation, together with more than two million Korean Americans, have been strong supporters of and financial donors to the San Francisco “Comfort Women” Memorial and the related signage at St. Mary’s Square.

People of goodwill everywhere stand in solidarity with millions of Asian Americans in the belief as to the fundamental values of truth and justice. They are acutely concerned about the issue of “comfort women” and deeply appreciate any support offered by the San Francisco Board of Supervisors.

The Jin Duck and Kyung Sik Kim Foundation and the undersigned leaders of the Korean American community representing more than two million Korean Americans implore you to vote in favor of the April 6, 2021 resolution strongly condemning a publication by Harvard University’s Mitsubishi Professor J. Mark Ramseyer, for describing the so-called comfort women of World War Two—forcibly torn by the Japanese Imperial army from their homes and families at the average age of 15, with some as young as 12—as willing and well-paid prostitutes. This offensive notion has been overwhelmingly condemned by scholars as completely devoid of any credible evidence.

The outrageous and insulting claims on the part of Prof. Ramseyer are only made more troubling by the fact that he occupies the chair endowed by the Mitsubishi Corporation. This kind of baseless denialism is an affront to truth and human rights in general, as well as women’s rights in particular.

Your support of Resolution no. 2100319 will help send an important message, both domestically and internationally, that the world will not tolerate the denial of inconvenient and ugly historical realities. In the name of truth and justice, out of respect for the memory of all those who suffered and died, we strongly urge you to support this resolution.
