“미・일 정상회담서 ‘위안부’ 사죄 요청해달라” 바이든 대통령에 서한

“일본 정부 과거사 반성은 커녕 역사 왜곡 나서고 있어”
“일본의 분명한 사죄와 배상 그리고 올바른 역사 가르쳐야”

스가 히데요시 일본 총리의 미국 방문을 앞두고 북가주 한인 단체들이 중심이 돼 바이든 대통령에게 미일 정상회담에서 ‘위안부’ 문제를 거론해 달라는 서한이 발송됐다. 이 서한에는 ‘위안부’ 문제에 대해 일본 정부의 사죄를 바이든 대통령이 직접 언급해 달라는 요청이 담겨 있다.

김진덕・정경식 재단(대표 김한일, 이사장 김순란)과 미주한인회총연합회, 북가주 5개 지역 한인회 등 한인 단체들은 바이든 대통령에게 ‘위안부’ 문제 해결에 나서달라고 요청하는 서한을 12일 백악관으로 발송했다고 밝혔다.

한인 단체들이 오는 16일로 예정된 미일 정상회담에 앞서 발송한 이 서한은 “미국이 주도하는 아시아 정책이 성공을 거두기 위해서는 한・미・일 3국의 동맹이 어느때 보다 중요하지만 지금 한국과 일본은 과거사 문제로 대립하고 있다”며 “그 중 핵심은 ‘일본군 위안부’ 문제”라는 내용으로 시작하고 있다.

한인 단체들은 “1991년 김학순 할머니의 증언 이후 일본 정부도 1993년 ‘고노담화’를 통해 ‘위안부’ 강제 동원 사실을 시인했다”며 “하지만 지금 일본은 과거사에 대한 잘못은 커녕 역사 교과서에서 ‘위안부’ 관련 내용을 삭제하고 마크 램지어 하버드대 교수까지 내세워 역사 왜곡을 시도하고 있다”고 비판했다.

이어 “마크 램지어 교수가 일본의 전범 기업인 미쓰비시 후원으로 하버드대 교수에 채용돼 ‘위안부는 계약직 매춘부’라고 주장하는 등 도를 넘은 일본의 거짓 주장과 역사 왜곡은 한국 뿐만 아니라 중국, 필리핀, 인도네시아 등 아시아 국가들의 거센 반발에 직면하고 있다”며 “미국의 대표적 명문대가 역사 왜곡에 앞장섰다는 점은 미국도 도덕적 책임으로부터 자유로울 수 없으며, 학자들은 물론 미국인들로부터도 많은 저항을 받고 있는 상황”이라고 강조했다.

한인 단체들은 바이든 대통령에게 보내는 서한에 ‘위안부’ 문제 해결 방안도 제시했다. 한인 단체들은 “독일 정부가 2차 대전 당시 자행했던 대량 학살과 관련해 전후 끊임없이 사죄하고 반성하는 모습을 보였던 것처럼 일본 또한 ‘위안부’ 문제에 정부가 나서 분명한 사죄를 해야 한다”며 “완전한 피해자 중심의 사과와 함께 배상이 이뤄져야 함은 물론 다시는 이런 역사가 되풀이 되지 않도록 올바른 역사 교육을 실시하도록 해야 한다”고 해결 방안을 자세히 서술했다.

한인 단체들은 “바이든 대통령의 주도로 ‘위안부’ 문제가 해결될 수 있다면 미국과 한국, 일본은 그 어느때 보다 강력한 동맹국이 될 것이며, 미국이 주도하는 아시아 정책도 성공을 거둘 수 있을 것”이라고 밝힌 뒤 “아시아계 미국인들에 대한 ‘증오범죄’가 급증하는 시기에 인권의 중요성을 다시 되새기는 계기가 될 수 있으며 북한과 미얀마 사태 등 세계 인권 문제에 있어서도 미국이 ‘인권 리더 국가’로 당당히 목소리를 낼 수 있을 것”이라고 의미를 부여했다.

이어 “우리는 바이든 행정부가 미국의 도덕적 권위를 회복하고 인권을 존중하는 세계의 리더로써 다시 자리매김 하기 위해 많은 노력을 기울이고 있다는 것을 잘 알고 있다”며 “일본과의 정상회담에서 인권과 역사 부정주의를 바로 잡을 수 있도록 스가 총리에게 ‘위안부’ 문제에 대한 완전하고 분명한 사죄를 권유해 주시길 바란다”고 요청했다.

이 날 바이든 대통령에게 발송된 서한은 김진덕・정경식 재단과 함께 미주한인회총연합회, 미주한인회장협회, 미주총연 서남부연합회, 한미교류재단, 샌프란시스코 한인회, 실리콘밸리 한인회, 이스트베이 한인회, 새크라멘토 한인회, 몬트레이 한인회, KOWIN 샌프란시스코 지회 등 200만 미주 지역 한인들을 대표하는 단체들이 참여했다.

아래는 조 바이든 대통령에게 보낸 ‘위안부 사죄 요청’ 서한 원문.

Dear President Biden:

I am writing to you today on behalf of such as the Jin Duck & Kyung Sik Kim Foundation and ten other Korean American organizations—including the Korean American Presidency Coalition and

the Federation of Korean Associations USA—collectively representing some two million Korean Americans. My purpose in writing is to request that you deliver a clear and non-negotiable demand to Japanese Prime Minister Hideyoshi Suga at the upcoming summit meeting to be held on April 16 regarding the issue of the “comfort women” who were enslaved and abused by the Imperial Japanese military during World War II.

The alliance between the United States and Japan is of course one of the most important in Asia, as is the alliance between the US and the Republic of Korea. The United States will be in the strongest position to exert influence in Asia if its alliance involving all three countries is on completely solid ground.

At this time, however, Korea and Japan are facing confrontation over the issue of the “comfort women”—the average age of whom was just 15, with some as young as 12—forcefully torn from their homes and families, repeatedly raped, with most of them dying in harsh prison-like conditions imposed by the Imperial Japanese military during World War II.

In 1993, the Japanese government took responsibility for the horrendous conduct of its military, in blatant violation of all codes of decency and ethical conduct. Most unfortunately, the Japanese government is now denying this human rights abuse, attempting to distort historical reality.

Recently published Japanese history textbooks for the country’s students have been whitewashed of the majority of the previously existing contents relating to this terrible war crime.. This big lie has recently been bolstered by an article recently published by the Mitsubishi Professor of Japanese Legal Studies at Harvard Law School J. Mark Ramseyer tin which these “comfort women” are referred to as willing and well-paid prostitutes.

These false and outrageous allegations are facing fierce opposition not only from Koreans but also the millions of Asian Americans whose compatriots in China, Indonesia, the Philippines and Taiwan and elsewhere who were victims of the Japanese military in the same way.

It is entirely appropriate that the government of Japan take full and unwavering responsibility for war crimes the same way that the government of Germany has accepted full and unwavering responsibility for the war crimes committed by Germany during World War II, , specifically, the genocide of the Jews known as the Holocaust. The fact that crimes against humanity were committed decades ago does not lessen their severity or the need for the present-day governments of the countries that committed those atrocities to take full responsibility and engage in appropriate actions such as reparations.

It is now appropriate for the government of Japan to issue a clear and victim-centered expression of apology, as well as reparations, accompanied by restoration to the history books of historical realities. This must be done, not as punishment but rather so that current and future generations will benefit from the knowledge of historical reality. As the philosopher George Santayana famously observed, “Those who do not remember the past are condemned to repeat it.”

We are all well aware of your own courageous efforts toward the recognition of various realities and taking the moral high ground, helping the US recover its moral authority and leadership in the world today. We implore you to continue in this direction, pressing

Prime Minister Suga to issue a complete and unfaltering apology to the victims of “comfort women” at the upcoming US-Japan summit concerning the Japanese military’s abuse of “comfort women” during World War II. As the president tasked with restoring US leadership in the world at this time, in part through support for international human rights, including of course women’s rights—especially in this time of violence toward Asian Americans in the US—we all look to you to do the right thing. Only by taking a courageous stance in this regard will the US be in a position to exert moral authority with regard to human rights abuses in various countries today, including China, Myanmar and North Korea.

Simply stated, so much more is riding on this issue of Japanese government recognition than the issue of the abuse of these “comfort women” alone. We look to you as the transformational president who will help to right this terrible wrong of denialism, thereby advancing the cause of truth and justice, as well as US interests.
